A copy of the Rules which have been made under the Ordinance
is annexed.
It will be seen that they are expressed as having
been made both under this Ordinance and under section 44 (1) of the
Asiatic Emigration Ordinance, 1915. It was thought advisable to
do this in order to keep alive the connection with that Ordinance.
9.
The rules were drawn up in consultation with those sections
of the Chinese community which are most interested. Many of the
provisions in the rules emanated from them and it is understood that
the rules meet with their entire approval.
10. In my opinion this is an Ordinance to which His Excellency the
Governor may properly assent in the name of His Majesty and on His
behalf.
